In our Middle School Free Semester free semester activities play a pivotal role at the center of which local community-based activities are. Thus, how to activate free-term activities, how to activate community-based experiential activities and how to build an experience infrastructure for them will determine the success or failure of the free semester system. In order to meet this necessity, this study is to analyze the characteristics of the plans for designing and operating a local linking experiential activities and the plans for planning and operating a regional experiential infrastructure presented in the operation plan for the free semester in middle school of the provincial offices of education and to provide an implications for the activity plans of the free semester system. For this purpose, this study constructs the analysis tool which consist of the nominative and the practical plans. The results of the analyses revealed that the two plans were lacked of their specificity and practicality. Thus, this study suggests that each provincial office of education need to meet the 3 essential requirements of the practical plan proposed in this study, namely, the presentation plan, the specification plan, and the implementation plan.
