The purpose of this study is aimed to contrast and analyze curriculum organization and implementation plans presented in the operation plan at the national level and the provincial education office level and to provide a guideline and an implications for the curriculum implementation plans of the free semester system in middle school implemented since the last year. The results of these analyses revealed that most of the provincial education offices have a tendency of uniformity to follow the curriculum organization and implementation plans of the national level, whereas they have a tendency of diversity to create their own curriculum organization and implementation plans meeting their educational situations, contexts and needs for students. Therefore, this study suggests that a ‘modular’ curriculum organization and implementation plans which comprise clear standards, procedures, and methods at the national level should be provided for the provincial offices of education which will be able to select and combine these standards, procedures, and methods from the modules.
