본 연구는 현재 부산지역 4년제 사립대학의 기록물 관련 규정이 어떻게 제정되어 있는지 그 실태를 알아보고 향후 개선방안에 대해 논의하였다. 연구 결과 두 가지 특징적인 현상과 이로 인해 파생되는 문제점 등을 확인할 수 있었다. 첫째, 조사대상 대학의 대부분이 「기록물관리 규정」을 단독으로 제정하고 있는 것이 아니라 「문서관리규정」을 통해 기록물을 관리하고 있었다. 둘째, 기록물과 관련한 규정이 대학 내의 여러 규정 안에 분산되어 분포하고 있음을 알 수 있었다. 이러한 문제를 개선하기 위해서는, 우선적으로 기록관리와 관련된 내용을 한곳으로 정리하여 독립적인 기록물관련 규정을 제정해야한다. 다음으로 현실적으로 하나의 규정으로 방대한 내용을 통합해 낼 수 없다면, 업무담당자가 기록과 관련된 규정을 참고 할 수 있는 안내 혹은 검색 방법을 고민해 낼 필요가 있다. 이러한 개선방안을 통해 부산지역 사립대학의 기록관리 업무절차 확립 및 표준화에 근거를 제공하고, 나아가 대학 기록관 설치와 전문적인 관리 운영을 위한 근거를 마련할 수 있을 것을 기대한다.
This study would investigate the present condition, concerning how the regulations related to the archives of private four-year colleges in Busan have been enacted and discuss measures for improvements in the future. Research results two characteristic phenomena and problems derived from them could be found. First, most of the target universities of the investigation did not enact “Regulations on Archival Management” alone, but they managed archives through “Regulations on Document Management.” Second, it was noted that regulations related to archives were distributed broken up into several regulations in the universities. To improve these problems, first, it is necessary to put the contents related to archival management into one place and to enact independent regulations related to the archives. Second, in reality, if vast contents cannot be combined by a single regulation, it is necessary to come up with a guide or search method to which the persons in charge of the task can refer as regulations related to archived. Through these improvements, it is expected that this study can provide the grounds for the establishment and standardization of business procedures of archival management in private universities in Busan and prepare the grounds for the installation of university archives and the professional management and operation of the archives.
