The percentage of elderly is growing in Korea from 3.1%(1970) to 13.8%(2017). Although the life expectancy is lengthening, the quality of health life is not correlating directly, lacking 9 years behind, indicating several diseases and sickness is also growing in the years. Rehabilitation industry is generally defined by the industry that supports the life quality and productivity of the elders and disabled. As there is an increase in the elderly population amid growing demand for a healthy, long life, the rehabilitation industry is expected to grow. However, it is difficult for domestic companies in the rehabilitation industry to grow owing to their relatively minor market position, and because of lack of investment in R&D, it is hard to develop certain innovative products. Especially because of the 4th industrial revolution, there is in need of development of products applying the new technology. This necessitates the creation of a medical cluster wherein private companies, research institutes, hospitals and governments offices might share a collaborative space. In this paper, we have drawn a map connecting several nodes affecting the clustering of the rehabilitation industry using the fuzzy cognitive map method, and have conducted a simulation to estimate the effects of such a cluster. We believe the insights gained through this paper may bolster the growth of the domestic rehabilitation industry.
