의료산업의 발달로 노령자 인구는 증가하고 있어, 1970년대 3.1%에서 2017년 13.8%까지 증가하였다. 기대수명 또한 선진국 수준에 도달한 것에 비해 건강수명은 이에 미치지 못하는 것으로 분석됨에 따라 수명 증가와 함께 다양한 질병환자의 수 또한 증가하는 것으로 추론된다. 재활산업이란 이러한 고령자, 장애인 등의 일상생활을 지원해 주며 삶의 질과 생산성을 높여주는 제품 및 서비스를 제공하는 산업을 뜻하며, 최근에는 신체기능 회복 및 보조 등의 전통적 정의를 넘어서 복지 및 삶의 질과 연관된 서비스 측면으로까지 범위를 확대하고 있다. 평균 수명의 증가로 고령자의 웰빙 라이프에 대한 기대가 커짐에 따라 재활의료산업 또한 성장할 것으로 전망되지만, 아직 국내 재활기기 업체는 대부분 영세한 관계로 성장에 어려움이 있으며 연구개발에 대한 투자가 적은 관계로 기술 및 혁신제품 개발이 어려운 상황이다. 이에 기업․연구기관․병원․정부기관 등이 협업 네트워크를 구성하여 기업을 육성시킬 수 있는 재활의료산업 클러스터 조성이 필요하다. 특히 최근 4차산업혁명 트렌드에 따라 3D 프린팅, VR 가상현실 등을 활용한 다양한 IT융복합 재활의료기기들이 개발되고 있음에 따라 기존 의료기기 분야와 IT 등을 융합한 새로운 혁신 제품의 개발이 필요하다. 본 논문에서는 관련 전문가들 의견을 통해 재활의료산업에 영향을 미치는 요인들의 인과관계를 정리하며, 각 요인별 가중치 또한 산출하여 이를 기반으로 퍼지인식도(Fuzzy Cognitive Map, FCM)를 작성하였다. 작성된 퍼지인식도를 바탕으로 시나리오별 추론 및 시뮬레이션을 실시하여 재활의료산업 육성을 위한 전략을 제시하였다. 퍼지인식도를 통해 실시한 다양한 시뮬레이션 결과들이 향후 스마트재활기기산업 클러스터 육성에 도움이 될 것으로 기대된다.
The percentage of elderly is growing in Korea from 3.1%(1970) to 13.8%(2017). Although the life expectancy is lengthening, the quality of health life is not correlating directly, lacking 9 years behind, indicating several diseases and sickness is also growing in the years. Rehabilitation industry is generally defined by the industry that supports the life quality and productivity of the elders and disabled. As there is an increase in the elderly population amid growing demand for a healthy, long life, the rehabilitation industry is expected to grow. However, it is difficult for domestic companies in the rehabilitation industry to grow owing to their relatively minor market position, and because of lack of investment in R&D, it is hard to develop certain innovative products. Especially because of the 4th industrial revolution, there is in need of development of products applying the new technology. This necessitates the creation of a medical cluster wherein private companies, research institutes, hospitals and governments offices might share a collaborative space. In this paper, we have drawn a map connecting several nodes affecting the clustering of the rehabilitation industry using the fuzzy cognitive map method, and have conducted a simulation to estimate the effects of such a cluster. We believe the insights gained through this paper may bolster the growth of the domestic rehabilitation industry.
