The level of information and broadcast access can be used a barometer of social services for minorities. In spite of implementing 'the act of social welfare' and ‘Disability Discrimination Act which support human rights including information access, we do not established a good enough level of information and broadcast accessability yet. The current study investigate broadcast services for people with disabilities including description video services, sign language, and closed caption services in terms of characteristics and current status of Korea. Furthermore, laws and policies of some other countries and Korea on those services were addressed. On top of that, DVS for people with visual impairments were specially focused on and discussed about to investigate specific problems. Finally, based on the problems, solutions for improvement plans of DVS were suggested in depth.
