본 연구는 지역주민공동체 조직을 건설하기 위하여 지역교환시스템으로서의 레츠(LETS: Local Exchange & Trading System)를 용인지역을 중심으로 제안하였다. 현대식 물물교환 시스템인 레츠는 지역사회의식을 고취시키고 지역주민들이 지역공동체 형성을 위한 활동의 장으로 활용되고 있는 세계적인 지역공동체조직 활동이다. 본 연구는 정부 주도의 지역개발에만 익숙해져있는 지역주민들에게 주민 스스로가 목소리를 내어 지역경제를 살리고, 지역의 욕구를 해결해 나갈 수 있다는 작은 사고의 전환을 꾀하고자 하였다. 즉, 주민 스스로의 자생적인 운동을 통해 지역공동체 조직을 건설하는 방안으로서 레츠를 제안한 것이다. 이를 위해 문헌연구를 기반으로 레츠가 지역주민과 지역조직 건설의 매개역할을 할 수 있을 유용한 지역운동시스템인지를 분석하고, 지역주민 역량을 강화하기 위한 지역공동체 조직화방안을 조직건설의 원칙 및 목적, 표적 선정 및 조직원 모집방안, 조직원 및 잠재적 조직원들을 위한 의식화 방안, 리더십개발, 연합방안 등 5가지로 제시하였다. 본 연구는 주민의 복지욕구를 충족시키면서 주민자치의 자생적인 조직운동을 건설하고자 하는 지역공동체 조직화를 활성화시켜, 사회복지실천을 이론과 접목하고자 하였다는 데에 그 의의를 찾을 수 있을 것이다.
This research is to construct a local resident community proposing LETS as Local Exchange and Trading System centered at the Yong-in district. A modern way of bartering, LETS, will inspire local residency awareness. Also, it is an community organization activity that local residents use to form local residence. This research is to make the residents, who are familiar with government lead community development, to sense that they are able to resolve the needs of the local community as well as reviving their economy. In a sense, the LETS is a proposal as a way to make a social community through resident\'s own self-governing activities. In order for this to happen, I have presented five ways to analyze whether LETS will be a local community system that will be a firm medium between community members and construction of community organization. Those five ways are 1. The purpose and principle of constructing a community which can foster members of the community, 2. Target making and member recruitment method, 3. Making the members and potential members aware of the program LETS, 4. Fostering leadership 5. Ways to unite.This research can find its meaning from the fact that it vitalized local community which tried to build an autonomical organization and tried to graft to the theory of social work practice.
