사회복지교육에 대한 수요와 공급이 급속히 늘어나면서, 급증하는 사회복지인력에 대한 전문성과 교육을 질에 대한 우려가 늘고 있다. 사회복지교육의 부실화에 대한 문제는 그동안 사회복지사의 자격제도와 관련한 많은 연구들에서 제기되어왔으나, 우리나라 사회복지교육을 주제로 구체적인 논의가 이루어지지 못하였다. 본 연구는 문헌 및 실태자료를 기초로 사회복지교육이 당면하고 있는 문제점들을 분석하고 사회복지교육의 질관리와 관련한 해외 사례들을 정리하여 향후 사회복지교육의 내실을 기하기 위한 바람직한 변화의 방향을 제시하고자 한다. 사회복지교육의 문제점은 사회복지교육의 정체성혼란, 사회복지 교육기관의 과도한 팽창, 사회복지 교수요원의 양과 질의 문제, 사회복지전문가 양성을 위한 교육의 충분성 문제, 사회복지 교육 내용의 현장성 및 시대성의 다섯 가지 주요이슈를 중심으로 제시하고 있다. 이와 관련하여 사회복지교육의 질관리를 위해 제안된 주요 내용은 사회복지교육의 정체성에 기반한 사회복지교육의 방향, 사회복지교육과정의 차별화 및 전문화, 사회복지 교수요원의 기준강화, 교과과정의 체계화, 현장성을 반영한 실습교육 등이 있다. 본 연구의 전반적인 사회복지교육의 문제인식과 제안내용을 기초로 향후 교육인증제와 같은 구체적이며 실질적인 질관리 제도를 도입하는데 기초연구로서 기여하고자 한다.
Social work education in Korea faces threats to its professional identity. The trend has been associated with an increasing educational programs which are not set up the mission properly and offer inadequate program content.s. This article reviews current social work educational system and pinpoints several educational issues in relation with; academic identity and program goals which detail possible unique and primary components of educational program. professional curriculum which is the mechanism that translates program objectives into measurable competencies, learning environment and educational resources including faculty\'s academic qualifications and appropriate student-faculty ratio, and field education. By no means are our educational problems solved through clear accreditation process and the professional licensing system. This article draw attention to several elements in shaping the professional competence of the program\'s graduates and academic qualification of social work educational system in Korea. key words: social work education, education for social work, academic identity of social work, accreditation of social work education.
