This research has examined real conditions and problems focusing on 5 silver care facilities located in Boryung, Chungnam, and investigated plans for improvement in relation to such facilities.
As a result, plans for improvement in the system of silver care facilities are: consistency in the delivery system that plans, establishes and implements social welfare policy, relaxation on the limits of entry into facilities and diversification of the supply system, strengthening of eligibility of and administrative guidance on the operators and employees in facilities, sublation of concentration into cities by geriatric care helpers, strengthening of the control and supervision on rural areas by central and local governments and their consistent management etc. Plans for improvement in the management of personnel are: improvement of labor conditions of experts in the social welfare field, and establishment of first aim system and placement of various skilled personnel in facilities etc. Plans for improvement in finances and donation are: diversification of funding system, vitalization of funding in accordance with benefit principle, and cultivation of participation in volunteer work by communities etc. In addition, this research has presented specialization of services and programs, and smoothness of community exchange including private and public sectors.
