For the constructive development of visiting care, which is expanding day by day, this study examined the characteristics of visiting care in connection to elderly long‐term care insurance, identified problems in visiting care based on literature review, field interviews and media reports, and suggested solutions for the problems.
First, in order to solve the confusion of demand‐supply order resulting from the disorderly establishment of visiting care agencies, requirements for starting a new visiting care agency and punishment for illegal acts should become stricter.
Second, in order to solve problems raised for the concentration of home care benefits on visiting care, improvement should be made in a way of diversifying visiting care services.
Third, in order to improve care workers’ working condition and specialty, guidelines should be established for improved employment relationship, continuing education, and better treatment.
Fourth, in order to prevent non‐welfare interferences by the directors of visiting care agencies as a result of the privatization of the agencies, qualification for the directors should be intensified.
