The ways of forming to make a labor places and types of intervening policies by government are diversified according to different nations. This is originated from each of unique welfare system in each country, through which social services are provided. In case of E.U, most social services are offered in market based, and this implies that the level of intervention in EU Hence, this paper attempts to review the aspects of how to create recruitment in the area of social welfare services for elderly people and social intervening enterprises. Then, this thesis aims to find the appropriate direction to expand employment sector for elderly of South Korea by examining the social service policies in EU.
