노인인구의 증가와 치매나 중풍 등의 노인성 질환으로 노인의 정신적․신체적 고통은 물론 노인을 부양하는 부양자들의 고통도 계속 증가하는 추세이다. 이에 정부는 노인의 수발문제를 해결하기 위한 대책으로 2008년 7월 1일부터 노인장기요양보험제도를 시행하게 되었다. 노인수발은 많은 케어 지식과 기술을 필요로 하는 전문 인력으로서, 노인케어의 효율성이 노인요양보험제도의 성공적 시행은 물론 노인복지에 미치는 영향을 크게 세 가지로 살펴 보았다. 첫째, 요양보호사의 직업만족도를 높이는 환경 조성으로 효율적인 노인 수발을 통하여 노인의 질병과 가족 내 노인부양문제를 해결하고, 둘째, 수급자의 확대 및 재가 시설의 확충으로 독거노인 부양 문제를 지원하며, 셋째, 노인 일자리 창출과 정년 연장의 실시로 노인의 빈곤, 고독, 무위로부터의 해결이 노인복지에 도움이 될 것으로 기대된다.
"Because of the increase of the population of the old and senile diseases like dementia and paralysis, both mental and physical anguish of the aged and suffering of supporters who support the old are being increased continuously. The government enforced insurance system of medical treatment of long-term for the aged as of July 1, 2008 as a measure made for solving the problem of caring for the old. As you know, to care for the old is professional human power, for it requiresmuch care knowledge and technology. I would like to see how the efficiency of care for the aged affects successful enforcement of insurance system of medical treatment for the old as well as welfare for the aged with three points of view. Firstly, the creation of environment that enables a supporter of medical treatment to have high satisfaction of his or her job will solve problems about diseases of the aged and support for the aged in a family because it will make efficient care for the old. Secondly, problems of support for senior citizen who lives alone can be solved through the expansion of pensioners and amplification of facilities for staying at home. Thirdly, I expect that both the creation of jobs for the old and enforcement of the extension of the retirement age give the solution from poverty, loneliness and inactivity of the aged and that theses ways are helpful for welfare for the aged.
