세계화와 국제이주의 증가는 한국사회의 인적구성을 변화시켜 다민족사회로의 이행을 촉진시키고 있다. 정부나 시민사회는 이러한 변화에 대한 대응으로 다문화정책을 강조하고 있으며 교육영역에서는 다문화교육이 대안으로 제시되어 왔다. 다문화교육을 포함한 정부의 다문화정책은 투입되는 예 산이나 노력에 비해 정책의 내용이나 추진체계에 대한 다양한 비판이 제기되고 있는데 이러한 비판의 대부분은 다문화교육에도 그대로 적용될 수 있다. 이 논문의 요지는 첫째, 한국사회의 다문화주의 담론과 다문화정책은 문화 개념에 대한 깊은 성찰 없이 상당한 개념 혼란 속에 전개되었으며, 둘째,최근 유럽에서 나타난 다문화주의 및 다문화정책 비판과 포기 선언이 한국사회에 의미하는 바가 무엇인지 충분히 고려되지 않고 있다. 셋째, 다문화교육이나 다문화정책에서 문화와 개인 간의 관계를 재고해야 하며, 특히 ‘문화의 다양성’도 중요하지만 ‘문화 내의 다양성’이 중요하다. 넷째, 이러한 맥락에서 문화 간 이해, 세계화, 평화, 인권, 지속가능발전 등을 내용으로 하는국제이해교육이 현재 한국사회의 다문화교육의 한계를 보완해 줄 것이라는 점이다.
Globalization and international migration have transformed Korean society to the multiethnic society. Multiculturalism and multicultural education have emerged as the solution for the possible challenge of multiethnic Korea. This paper analyzes multicultural discourse, policies and education programs with following points. First, Korean society is experiencing a chaotic confusion of key concepts of multiculturalism as a result of the lack of deep reflection. Second, this paper pays attention to the understandig of European policy changes of multiculturalism and the pronouncement of withdrawing multicultural policies. Third, based on these analysis, this paper examines the relationship between the individual and culture and emphasizes the significance of ‘diversity within a culture’ rather than ‘diversity among cultures,’ although it is also important. Lastly, this paper suggests EIU as the complementary educational alternatives to supplement the limitation of ‘multicultural education’ in Korea. The main argument is that we need to implement EIU in a serious manner that embraces inter-cultural understanding, globalization, peace, human rights and sustainable development to general Koreans who are potential aggressors of discrimination and isolation.
