본 연구는 북한의 연방제 통일안에서 찾을 수 있는 상징성을 분석함으로서 북한 당국은 그것들을 어 떻게 이용하고 있는지, 또 어떤 효과가 나타나고 있는지를 분석하고자 하였다. 북한의 연방제 통일안은 기본적으로 적화통일전략을 실현하기 위한 전술적 방안에 불과하며 다음과 같은 문제점이 있다. 첫째, 연방제의 선결조건으로 남조선혁명을 의미하는 남한 내 인민민주주의 정권 수립과 함께 국가보안법 철폐, 주한미군 철수 등을 요구하는 것은 상대방의 실체를 부정하는 것으로서, 양측의 현실을 인정한다는 남북기본합의서의 기본 취지에 맞지 않는다. 둘째, 선결조건과 연방구성 원칙 사이에 논리적 일관성이 결여되어 있다. 선결조건에서는 상대방의 이념과 체제를 부정하면서도 연방제의 구성 원칙에서는 남북의 사상·제도의 차이를 상호 인정하는 기초 위에서 하나의 연방 국가를 형성하자고 주장하는 모순을 드러내고 있다. 또한, “사상과 제도의 차이를 상호 인정 한다”는 연방제의 구성 원칙도 우리 측의 자유민주주의 체제를 인정하는 것이 아니라 연방제의 ‘선결조건’이 충족된 상태인 남쪽의 인민민주주의와 북쪽의 사회주의체제를 상호 인정하는 것임에 유의할 필요가 있다. 셋째, 연방정부와 지역정부간의 관계설정이나 연방정부의 구성방법 등에 있어서 비현실성을 드러내고 있다. 원래 연방제란 자치권을 가진 복수의 지방정부들이 연방헌법을 통해 주권을 독점하는 중앙(연방)정부를 구성하는 통합 형태를 의미하나, 북한의 연방제는 중앙정부와 이념과 체제가 다른 남과 북의 지역정부로 구성되어 있다. 역사상 이념과 체제가 다르면서 연방의 방식으로 통일을 이룩한 사례도 없을 뿐만 아니라, 현실적으로도 지역정부 간 이념과 체제가 다른 경우에 연방의 실현 가능성은 거의 없다. 이를 토대로 북한이 주장하고 있는 ‘고려민주연방공화국 창립방안’에는 결국 어떤 속내가 함축되어 있는지 알아보고, 이것을 토대로 향후 북한의 통일정책이 어떻게 전개될 것인지 그 방향성에 대해 논의하였다.
Looking at the process of integration policy in the Korean Peninsula, we understand that North Korea is actively crawling political symbolism. This tendency being continued on their proposal \"Democratic Confederal Republic of Koryo\". For example, they are trying to blame the division of Korea into two parts, South and North Korea to rely on \"American imperialists\" and consequently South Korea to become simply \"American colonies\". To do this, they enjoy concerning the propaganda and public opinion through assemblies of North Korea. As a result, they can pass all the responsibility for the division of Korea into the United States and South Korea, and acquire the legitimacy of its political system, the dictatorship of Kim Il Sung and Kim Jong Il. Unique feature of North Korean policy are based on the idea \"Juche\". Their policy of unification of Korean Peninsula also is expected in this idea \"Juche\" and you can briefly explain the contents of the logical core of this idea to the \"popular democratic revolution\" and \"national liberation revolution.\" North Korea\'s political system is filled with different symbols, which help to keep firmly their dictatorship of family Kim. North and South Korea have different directions on the policy of unification of Korean Peninsula, therefore, necessary to investigate the problem of the differences and the definition of the concept of Korean unification between North and South Korea in the first place we need to discuss that with what we hope for a unified Korea. Because of without the common concept and goal of unification of Korea, we only have to reach a different conclusion. And this is only reinforce tensions and conflicts in Korea.
