1990년대 이후 민군 간에 안보와 관련된 인식에 차이가 난다고 평가되고 있다. 그러나 민군 간에 커다란 의식격차가 존재하는 것은 국가안보에 바람직하지 않다. 민군 간에 가치와 태도에서 나타나는 ‘격차(gap)’가 너무 크면 군대의 효율성과 민군 협력관계에 위협이 되기 때문이다. 이에 본 연구는 한국에서 민군 간 안보의식 인식격차가 과연 어느 정도 존재하는지 조사 자료를 이용하여 살펴보고자 한다. 그리고 민군 간에 인식격차가 크다고 판단되는 경우, 민군 간에 존재하는 인식격차를 줄이고 안보공감대를 증진시킬 수 있는 방안은 무엇인지 제시해보고자 한다. 분석결과 민군간 인식격차가 크게 발견되는 곳도 존재하였고, 민군간 인식격차가 크지 않은 부분도 있었다. 민군간 인식격차가 큰 곳은 안보위협 및 안보위협 해소방안에 대한 인식, 주변국 중 미국 및 주한미군의 장래에 대한 인식, 대북정책에 대한 인식, 군 및 국방에 대한 인식 등이다. 반대로 민군간 인식격차가 크게 나지 않는 곳은 주변국 중 일본, 중국, 러시아에 대한 인식, 현재 주한미군의 군사적 역할에 대한 인식, 북한의 군사적 위협에 대한 인식 등이다. 이상과 같은 결과는 민군 인식격차를 민군간의 본질적인 차이로 보는 관점이 잘못되었음을 보여준다. 그러나 부분적으로 안보와 관련하여 민군간 인식격차가 크게 존재하는 것도 사실이다. 따라서 민군이 서로 하나의 정치공동체임을 인식하고 서로간의 의견차이가 민군 갈등으로 심화․확대되지 않도록 하는 방안이 필요하고, 그 점에서 안보공감대 증진이 요청된다.
After 1990\'s, it is said that the perceptions about national security between civilians and soldiers are different. This study has double purposes; academical and practical. The first is to explore the real features about \'security perception gap\' between civilians and soldiers based on national survey data. And the second purpose is to give some suggestions for improving civil-military relationship in Korea based on the analysis. The finding are as follows. The perceptual differences between civilians and soldiers exist but not everywhere. Civilians and soldiers have wide different opinions regarding security threats, policy to the US troops in Korea and to the North Korea, and reliability to the DoD and the military. But the perceptual differences about Japan, China, and Russia, the impotance of the US troops stations in Korea, and the substantial military threats from the North Korea are narrow. These results have a few practical implications for the civil-military integration of the Korea. Among them, the basic posture for the national security is that civilians and soldiers must realize the differential roles and/or functions between two and common fate as a political community.
