우리사회는 남과 북이 서로 대치되어 있는 상황이기에 다른 어떤 나라보다도 국민의 안보 역량을 강화할 필요성이 높다. 그러나 우리 청소년들의 안보의식이 매우 빈약하다고 하겠다. 2011년 2월에 한국자유총연맹 연구원에서 조사 발표한 국민안보의식조사결과에 따르면 성 인들의 91.0%가 청소년들의 ‘안보의식이 낮다’고 평가하고 있다. 이러한 빈약한 안보의식 요인을 초․중․고 교과서에 나타난 부실한 안보교육에서 찾아볼 수 있는데 먼저 초․중․고 학생 들은 건강한 애국․호국․보훈․안보 정신 및 건전한 역사의식을 가져야 한다. 대한민국 국민으 로서 정체성을 구성하는 도덕적 가치관이 어디 있으며, 우리 삶의 뿌리가 어디에 있는가를 ‘올바로’ 또 ‘정확하게’ 인식하는 것은 매우 중요한 일이다. 그런데 유감스럽게도 지금 한국 사회의 교과서는 이러한 관점에서 볼 때 미흡한 점이 많다. 교과서의 가장 중요한 기능은 무엇인가. 국가공동체의 구성원들이 피땀 흘리며 일구어온 수많은 기념비적 사건 가운데 무 엇을 기억해야하는지를 후세대에게 전해주는 것이라고 할 수 있다. 그런데 국가공동체의 구 성원으로서 마땅히 기억하고 계승해야할 것을 교과서에 서술하여 가르치지 않고, 왜곡된 사 실과 가치관을 학생들이 외우고 시험 쳐야 할 대상으로 제시하고 있다면 커다란 문제가 아 닐 수 없다. 본 연구는 학생들의 안보의식을 고취시키는 방안으로 국가보훈단체의 역할을 통해 제고하고자 한다. 오늘날 보훈단체 회원들은 국가와 민족에 대한 여타의 다른 조직보 다 애국심이 강하고, 국가의 재난과 위기를 만날 때에 가장 먼저 목숨을 초개와 같이 바친 분들이다. 따라서 국가유공자들은 많은 국민들로부터 존경받고 있기 때문에 학생들의 안보 의식고취에 최적화를 가져올 수 있다.
Korean peninsula is still divided in two and the necessity of reinforcing the state security awareness of people is more essential than any other country. However, the state security awareness of Korean juveniles is very poor. According to the people’s state security awareness survey result by Korea Freedom Federation in February 2011, 91% of adults think that the ‘state security awareness’ of juveniles is very poor. The cause of such poor state security awareness of juveniles is the insufficient state security awareness education and it is possible to find the proofs in the textbooks used by elementary schools, junior-high schools and high schools. What is the most important function of textbooks? It is to tell the post generations on what they should remember among the numerous monumental events achieved by the blood and sweat of state community members. If the things which the members of state community should remember and succeed are not included in the textbooks and the students are taught of distorted facts and values as the subjects for examination, indeed it is a huge issue. This study emphasizes that the state security awareness of students should be reinforced by the role of state veteran welfare agencies. The current members of state veteran welfare agencies have stronger patriotism on the state and people than the member of any other agencies. They are the people who gave their lives without any hesitation when the state had met crisis and disasters. Since these men of national merit are respected by most of people, they can contribute in the reinforcement of students’ state security awareness.
