국가를 위해 몸 바친 영웅들은 죽어서도 나라를 위해 헌신한다. 그들이 국가를 위해 살신성인한 그 애국적 행위들이 남은 국민들을 묶어주어 반목과 질시에서 화해와 통합으로 이끌어 준다. 우리나라 보훈제도 또한 경제적, 사회적 발전과 더불어 많은 발전을 해 왔지만 아직까지 선진국 수준에 이르지 못하고 있는 부분이 있다. 이러한 때에 국제 보훈정책의 변화 동향을 파악하고 벤치마킹 하는 것은 정책 발전에 큰 도움이 될 수 있을 것이다. 이와 더불어 선진 외국 보훈제도에 대한 체계적·종합적 분석을 통해 한국 보훈정책에 적용할 수 있는 시사점을 도출하여 차기 보훈정책 수립에 활용할 필요도 있다. 이에 이 연구에서는 미국, 호주, 캐나다, 프랑스 등 4개국을 주요 대상으로 선정하여 보훈제도의 국제비교 및 시사점을 연구한다. 이러한 보훈정책의 영역은 한국 국가보훈처의 경우를 보면 크게 보상정책, 복지증진, 제대군인, 보훈선양 등으로 구성되어 있다. 이 연구에서는 이 중에서도 국립묘지와 보훈기념행사ㆍ선양교육 등 보훈선양제도에 대해 중점적으로 다루고 있다. 보훈선양제도는 보훈대상자와 일반국민 모두에게 적용되는 중요한 보훈정책 분야이기 때문이다. 이러한 보훈선양정책에 대한 발전을 통하여 나아가고자 하는 방향으로는 이 연구의 사례 국가들을 참고하여 일반국민이 함께하는 국가보훈과 보훈선양정책이 되어야 할 것임을 주장하였다. 이러한 방향이 나라사랑과 국가에 대한 강한 자부심을 갖게 하는데 유용할 것으로 판단하기 때문이다.

Men and women who made great contributions are recognized through the award of decorations and certificates. The patriots and veterans affairs designates significant buildings, structures and other memorial facilities to honor, remember, and celebrate the noble contributions patriots and veterans have made to nation.The patriots and veterans affairs designates certain holidays and organizes various events to commemorate the noble sacrifices and contributions made for nation and to preserve their legacy throughout the following generations. Such days and events are opportunities for patriots, veterans, and their bereaved families to feel proud and appreciated,and for the citizens to renew their sense of patriotism.
