본 연구는 국가보훈정책을 사회복지준거틀로 분석한 것이다. 사회복지정책의 차원분석의 준거틀인 Neil Gilbert와 Paul Terrell의 혜택의 할당 기제(benifit allocation framework) 틀을 사용하여 4가지 차원으로 분석하였다. 국가보훈정책의 급여 대상, 급여 형태, 전달 체계, 재정 양식의 순서로 분석한 것이다. 국가보훈 대상자를 선정하는데 있어서 매우 복잡한 양상을 보이고 있다. 총 29종류의 대상 형태를 보여주면서 일정한 원칙과 방향성이 부족한 혼합된 대상 선택 결과임을 보여주고 있었다. 따라서 치밀한 선별작업이 요구되고 있다. 그 기준과 원칙을 더욱 정교하게 마련하는 일이 시급히 요청된다고 할 수 있다. 급여는 현금과 현물로 나누어서 설명할 수 있다. 현금에는 보상금과 수당 그리고 사망일시금이 있다. 보상금은 희생의 정도와 공헌의 정도에 따라 다르게 지급되고 있다. 독립유공자와 국가유공자 보상금 급여 원칙에서 차이를 보이고 있었다. 독립유공자의 경우는 신체적 희생이 기준이아니라 국가로부터 부여받은 서훈의 격이 기준이었다. 수당의 경우는 세 가지 형태로 분류되고 있다. 전달체계에 있어서는 국가보훈정책의 특수성으로 인해서 대부분 공공기관이 주최가 되어 이루어지고 있다. 국가보훈처 본부와 5곳의 지방보훈청, 19곳의 보훈지청, 5곳의 보훈병원, 그리고 3곳의 국립묘지, 3곳의 호국용사묘지를 통해서 전달되고 있었다. 재정양식에서는 기부금 등의 민간재원보다는 조세로 충당되고 있었다. 앞으로 기부금 문화를 국가보훈과 관련하여 정착시키는 일이 필요하다고 내다보았다.
This research sees to analyze The Veterans and Patriots Affairs Policy with the social welfare reference frame. By the 4 branch dimension analysis framework of Neil Gilbert & Paul Terrell's benefit allocation framework, I analyzed The Veterans and Patriots Affairs Policy into the grant object, grant form, delivery system and public finance form. To select the veterans and patriots who will receive the benefit is very complicated work. There are 29 different kind of types of benefiters which has no standard rules or directions. So sorting work has to be done carefully. The sorting method standard and principle must be elaborated urgently. The two type of provision is cash and the goods. For cash there is compensation, allowance and a lump sum allowance for death Compensation are paid differently by the degree of sacrifice and contribution. a man of independence merit and a man of national merit are paid by different grant principles. For patriots ho fought for national independence are paid not by their physical sacrifice but by the standing of a decoration awarded by the nation. Allowance are classified in three forms. Because of the trait of character of the The Veterans and Patriots Polity. the delivery system is mainly managed by government offices. There are 5 patriots and Veterans Affairs Agency headquarters and 19 District Office, and 5 step hospitals and 3 National Cemeteries. The finances are mainly from taxes rather than public contribution or donation. Later on we need to establish the culture of donation for the Veterans and Patriots Affairs.
