본 연구는 종합사회복지관, 노인복지관, 장애인복지관의 평가체계에서 사례관리 평가지표 의 문제점과 개선방안 및 지표구성방안을 탐색함으로써 사례관리의 정착과 전문화를 도모 하는 것을 목적으로 하였다. 이를 위하여 6명의 사회복지 실무자들을 대상으로 Focus Group Interview(FGI)를 실시하였다. FGI를 통해 나타난 연구결과는 현재평가 시스템에서는 사례관리 에 집중할 수 없는 현실, 사례관리 실천의 혼란, 독립 모형과 서비스 병행 모형의 혼란, 사례 관리 개념의 혼란, 사례관리 클라이언트의 범주에 대한 논란, 빈약한 평가지표, 실적 위주의 평가 등이 나타난다고 하였다. 이러한 문제점을 개선하기 위해서는 사례관리 기능을 제도화하 고 복지관 유형별 모형 개발이 필요하다. 또한 사례관리 개념에 대한 합의와 올바른 인식이 필요하고, 평가지표와 배점의 확대가 필요하다. 그리고 사례관리 평가체계에서 조직 내외적인 사례관리 운영체계의 구축 정도, 조직 내외적인 협력 수준, 적정 사례량, 사례관리의 과정, 사 례관리의 성과 등이 중요하게 고려되어야 한다.
The purpose of this study is to promote the settlement and specialization of case management by seeking problems, improvements and plan of index configuration in evaluation systems of welfare center for community, the elderly and the disabled. For this, We conducted FGI aimed at 6 practitioners. Findings are as follows: There are many problems in current evaluation systems of welfare center. For examples, confusion of case management practice, chaos of independent model and service parallel model, controversy of category of case management clients, poor evaluation index, quality-oriented evaluation etc. To improve these problems, it need to institutionalize function of case management, and to develop model of case management to meet type of welfare center. And It need to come to an agreement for notion of case management and to magnify score of case management index. It is to be consider importantly operation system of case management, level of collaboration in agency and community, optimal case load, process and outcomes of case management.
