The purpose of this study was to analyze the structural relationships among
such variables as the learning organization level, motivation, job satisfaction and
organizational commitment in public organization. In order to achieve this
purpose, this study had specifically three questions as follows:
The first was to examine the effect of learning organization level on public
servants\' motivation in public organization. The second was to examine the
effect of learning organization level and motivation on public servants\' job
satisfaction in public organization. The third was to examine the effect of
learning organization level, motivation, and job satisfaction on public servants\'
organizational commitment in public organization.
A questionnaire was used as the research instrument. A total number of 1,181
public servants working for Korea Metropolitan City responded to the
questionnaire. In order to estimate the hypothesized structural equation model,
the collected data were analyzed with AMOS 18.0, a statistical program for
structural equation modeling.
The major findings of this study were as follows:
First, the learning organization level was found to have a direct effect on
public servants\' motivation in pubic organization. Second, the level of learning
organization and public servants\' motivation in public organization were found to
have a significant direct effect on public servants\' job satisfaction in public
organization. In addition, the mediation effect of motivation between learning
organization level and job satisfaction appeared positive in public organization.
Third, no direct relationship was found between the level of learning
organization and public servants\' organizational commitment in public
organization. However, there appeared the mediation effect of motivation and job
satisfaction between the level of learning organization and organizational
commitment in public organization.
