1953년 한국전쟁이 휴전국면으로 접어들어 갔다. 당시 열악하고 궁핍한 국가 재정 상태라고는 하지만 당시 집권 정권하에서는 정당한 보상차원의 「보훈법」 재정 움직임과 정부의 전쟁희생자에 대한 구호나 지원이 너무도 열악한 상황이 계속되었다. 1960년까지 수많은 상이군인들이 외상과 내상에 고통 받고 있음에도 불구하고 이들에 대한 국가적 배려는 소홀했다. 군인이 국가를 위해 전투에 참가하여 생명과 신체를 희생하고 귀향하였지만 격려와 환영은 고사하고 냉소와 홀대를 받는 지속적인 상황 지속되었다. 더욱이‘상이군인’의 행정기준이 무엇인지 조차도 명확하지 않았다. 행정기준이 불명확하여 1950년대 주요 자료들에 나타난 상이군인 수는 적게는 11만여 명부터 많게는 14만여 명까지 큰 차이를 보이고 있다. 그러나 이러한 상황에서 국가를 위해 희생한 상이군인의 보훈정책이 창설된 때는 바로 박정희 정권이 시작하면서 부터이다. 1961년 11월 1일「군사원호보상법」을 재정하고 이들 원호대상자들에게 체계적인 보훈정책을 시행하고 혜택을 주고자 정부차원에서 최초로 정성을 보이기 시작함이 대한민국 보훈정책의 초석이 되었다. 그리고 국가재정이 궁핍한 정권초기에 이를 정책차원에서 시행한 것은 매우 의미가 있었다. 특히 보훈정책과 관련된 담론을 분석한 결과 박정희 대통령의 이념은 결과적으로 온정주의이념으로 확정시킬 수 있다. 이와 더불어 강력한 반공주의 정신과 자유민주주의와 자본주의 이념은 한국 고유의 유교적 정치전통과 잘 어우러져서 위기의 국가 상태에서 벗어나 고도성장과 발전하는 대한민국으로 발 돋음 할 수 있는 정치 환경은 보훈정책과 더불어 국민단결로 가능케 하였다. 본 연구는 박정희대통령 보훈정책의 이념을 파악하기 위해 그의 저서들과 연설문에서 보훈관련 담론을 분석하고 또한 그의 성장과정을 조사하면서 박정희 대통령의 보훈정책이념형성을 연구하였다.
The Korean War ended in 1953.Reflecting fiscal constraints,governmental aids and assistances for war victims were nothing butderisory,and so was concerned legal provision. State had stayed aloof from helping numerous disabled veterans.Although many of disabled veterans were suffered from injury andtrauma,they were ignoredfrom nationalwelfareuntil1960.Returning from military services to home meant mistreatment and cynicism rather than hearty welcome and encouragement. Even the administrative conceptualization and procedure for\'disabled veterans\'werefarfrom being well-defined.Thedatain the 1950s show the number of disabled veterans from 110 thousands to 140 thousands. Welfare policies for disabled veterans started from the Park Jong-Hee government.In November1961,「Military Reliefand Compensation Act」became in effect. This policy turn was a result of some political considerations.An analysis on the discourse concerned with veterans affairs reveals thatPark Jong-Hee had a paternalism.Also,strong anti-communism, liberal democracy,and capitalism had well blended with Confucian political tradition.Korea had overcome the nationalcrisis and promoted fasteconomic development thanks to the national solidarity promoted by veterans affairs policies.This research studied PresidentPark\'s childhood and his books and addresses mentioned veterans affairs, to understand the formation of his veterans affairs ideology.
