본 연구에서는 보훈관련 독립행정기관을 설립하여 국가유공자를 위한 의료 · 복지정책 을 충실이 시행하고 있는 미국， 호주， 대만， 캐나다 등 선진 4개국을 중심으로 보훈복 지정책의 비교 및 분석을 실시하였다 이를 통해 우리나라의 보훈복지정책에 활용할 수 있는 다양한 시사점 도출 빚 보다 효율적인 정책개발을 위한 개선방안을 제시하는 것이 본 연구의 주요 목적이다. 비교분석을 위해서는 문헌연구를 중심으로 정책과정의 분석영역에 있어 정책선택방법을 분석하는 길버트(N. Gilbert)와 태럴(P. Terrell)이 제 안한 선택분석(Choice Analysis) 방법， 즉 ① 할당(Allocation)，② 급여(Benefit), ③ 전 달(delivery)， ④ 재정(Finance)으로 구성된 사회복지정책 분석틀을 활용하였다. 분석결 과 ① 할당과 관련하여 대상체계의 경우 우리나라의 보훈행정 대상자는 매우 광범위 한 것에 비해 다른 나라의 보훈행정 대상자는 대부분이 참전군인 및 제대군인과 그 유가족에 한정되어 있음을 알 수 있었다. ②급여체계와 관련하여서는 보상금， 수당이 나 연급 외에 의료와 복지서비스를 실시하고 있었고， 특히 재가복지서비스와 상담프로 그램이 충실하였다. ③ 전달체계는 중앙 정부의 행정조직을 중심으로 정책이 전달되었 고， ④ 재원은 정부예산 중심이었다 우리나라와 상이한 사회보장체계를 운영하고 있 지만 비교 대상국가들 역시 자국의 국가유공자들에게는 일반 국민보다 더 높은 삶의 질과 영예로움을 유지하려는 노력은 동일하였다 이에 본 연구에서는 향후 우리나라 보훈복지정책의 개발에 있어 의료 · 복지전달체계의 개편， 삶의 질 프로그램 확대， 국 가유공자 본인에 보다 충실한 시스템 구축 등이 요구된다는 점을 제안하였다.
This study is aims to comparison of policy for patriots and veterans welfare systern which focuses on United States, Australia, Taiwan and Canada. These countries have an independent administrative organization for veterans and supporting the health and welfare services to veterans. The purpose of this study will suggest to the development of effective patriots and veterans policies on Korea through the analysis of other countries. In this study, the social welfare policy analysis theory of N. Gilbert and P. Terrell: 'Allocation', ' Benefit', 'Delivery', 'Finance' was compared with other countries policy. The results of comparing were ① Allocation : In most country recipient is Veterans only,② Benefit Veterans were receiving medical and 'Welfare service (In-horne care, counseling prograrn etc,) in addition to the pension and allowances, ③ Delivery : Is central to the administration of the government organizations, ④ Finance : In most country's policy cost is public financial resources. Although the social environment is difference but United States, Australia, Taiwan and Canada are trying to increase the qualiLy of life for veterans. They support veterans and their family not to fall into every life crisis. Also the biggest feature is that veterans benefit does not give to their families. Thus this study suggest to need that patriot and veterans service in Korea have to restructuring of the delivery system, expend for increase the quality of life program, have to improve patriots and vcterans their own services.
