본 연구는 세계적으로 독특한 정신장애인 대안공동체로 알려진 일본 베델의 집을 혁신적 사회복지프로그램이라는 관점에서 탐색하기 위한 목적으로 수행되었다. 구체적으로는 베델의 집 프로그램이 정신장애인서비스체계와 어떻게 관련되는지 그리고 어떤 측면에서 혁신적인 사회복지프로그램인지를 규명하고자 하였다. 연구방법은 현지방문조사와 문헌조사를 통해 자료를 수집하고 분석하였다. 연구결과 일본 정신장애인서비스체계의 특성은 지역사회에 소규모로 분산된 그룹홈을 중심으로, 시설중심이 아닌 서비스중심 체계로 구축되어 있었다. 정신장애인서비스체계와의 관련성을 중심으로 볼 때, 베델의 집은 장애인종합지원법에 근거한 국가 및 지방자치단체의 부담금을 물적 토대로 하여 당사자성을 강조하는 고유한 철학과 이념을 대안공동체적 생활양식으로 실현한 모범적인 사회복지프로그램으로 볼 수 있다. 또한 사회복지프로그램으로서 베델의 집의 혁신성은 정신 증상에 대한 비약물적 접근, 정신증상과 생활상의 문제해결에서 당사자의 주체적 역량을 우선으로 하는 실천원칙 그리고 정신장애인 상호 돌봄체계 구축 등으로 정리할 수 있다. 그리고 의학적 언어를 일상적인 언어로 치환하여 인간행동의 변화를 도모한 실천전략은 매우 획기적인 것이었다.
The study was conducted to explore Bethel house, known as the world s unique alternative to the mentally challenged, from the perspective of an innovative social welfare program. Specifically, Bethel tried to establish how the Bethel house program relates to the services of the mentally challenged and is an innovative social welfare program in some ways. The study methods collected and analyzed the data through local visit surveys and literature surveys. Based on the relevance to the service system of the mentally disabled, Bethel house is based on the budget of the state and local governments based on the Comprehensive Support Act for the Disabled, and realizes a unique philosophy and ideology emphasizing the Self-power. It can be seen as an exemplary social welfare program. As a social welfare program, Innovation of Bethel s house can be summarized as a non - meditative approach to mental symptoms, a practice principle that prioritizes the subject s competence in solving mental symptoms and life problems, and mutual care system for the mentally disabled. And the practice strategy for changing human behavior by replacing medical language with everyday language was highly innovative.
