본 연구는 정부의 포용국가, 커뮤니티 케어정책에 따라 장애인의 지역사회 자립생활을 위하여 지역사회 주거서비스로서 주거와 돌봄이 포괄적으로 지원되고 있는 새로운 형태의 장애인거주시설 유형사례를 살펴보고, 현행 장애인복지법을 근거로 주거지원현황을 분석하여 발달장애인이 지역사회 돌봄 실현을 위한 다양한 주거지원 정책과 제도가 현장에 적용될 수 있도록 함의점을 찾는데 그 목적이 있다. 그 결과, 법적으로 시설의 종류가 제한적이어서 새로운 형태의 지역밀착형 거주시설이 다양한 거주서비스로 제시되지 못하고 있다. 또한 거주시설의 설치기준이 단일건물을 전제로 하고 있어 다양한 공간으로서 적절한 주거의 기준이 반영되지 못하고 있다. 마지막으로 지역사회 기반으로 한 자립생활을 지원하는 인력배치기준이 현실성을 반영하지 못하고 있다. 이러한 함의점을 토대로 장애인복지법 개정과 커뮤니티 케어 관련 법령 제정을 통해 장애인의 주거권 보장은 물론 인간다운 생활을 지원할 수 있을 것이다. 이를 통하여 지역사회통합을 토대로 하는 커뮤니티 케어 정책 또한 사회복지 실천 현장과 합일점을 이룰 수 있을 것이다.

In addition, since the standard of the residential facilities is based on a single building, proper housing standards are not reflected in various spaces. Finally, the staffing standard that supports the independence life based on community is not reflecting reality. Based on this point of view, revision of the Welfare Act for Disabled Persons and enactment of the Community care laws will be able to guarantee not only housing rights for people with disabilities but also human life. Through this, community care policy based on community integration will also form a unity with social welfare practice field.
