The diversification of the textbook publishing system is discussed as a way to enhance the quality of school education amid moves to decentralize the curriculum and expand autonomy. Textbooks are developed on the basis of curriculum, so they are closely related to curriculum design, and quality management according to the diversification of publication systems needs to be approached in terms of teaching learning and assessment in relation to the quality of learning. In this study, the case of Denmark, which has a national curriculum like Korea, but is implementing a free publication system for textbooks, was analyzed and the implications of Korea s national curriculum design and quality management were presented as follows. First, national curriculum should clearly present key content. Second, comprehensively state the outcome of students learning in achievement standards, showing their competence and consistency with content. Third, teaching methods should be presented at the level of common standards or principles. Fourth, in the classroom, teachers should provide learning opportunities that involve thinking and inquiry.
