발달장애인은 지속적으로 꾸준하게 증가하고 있으며, 늘어나는 발달장애인을 위한 정부의 복지정책 또한 지속적으로 확대 수립되고 있지만 실질적인 정책의 효율성은 담보하기 어려운 실정이다. 특히 발달장애인을 위한 평생교육 정책수립은 발달장애인에게 필요한 기본적인 욕구파악조차 되어 있지 않은 현실이다. 따라서 본 연구는 시흥시에 거주하는 발달장애인의 복지 욕구를 조사하여 이들을 위한 시흥시의 실효성 있는 정책 개발 및 추진을 목적으로 수행되었다. 연구결과에 근거하여 발달장애인에게 적합한 지원이 이루어질 수 있도록 체계적인 시스템을 구현하고, 필요한 실행방안을 모색하여 정책을 수립하는데 기여하고자 한다. 연구결과를 근거로 제시한 제언은 첫째, 발달장애인들의 소득보장을 위한 정책적이고 제도적인 지원이 필요하다. 둘째, 담당공무원을 포함하여 시민들 전체가 장애인에 대한 인식개선 교육이 필요하다. 셋째, 발달장애인을 위한 서비스 제공기관의 확대와 치료 및 재활서비스의 관리와 지원이 확대되어야 한다. 넷째, 발달장애인 전용 평생교육센터를 설립하여 운영할 필요가 있다.
The number of people with disabilities is increasing steadily. The government has established many policies for the disabled, but the effectiveness of practical policies is difficult to guarantee, and policies for the disabled in particular do not even have basic data on the needs of the disabled. Based on the survey of the welfare needs of the disabled and their families living in Siheung, this study aims to implement a systematic system to ensure adequate support for the disabled, and to contribute to establishing policies by exploring necessary action plans. The government should first establish a policy and institutional support for the welfare of the disabled and their families by reviewing prior research and examining policy and practical measures to efficiently support the disabled and their families, the need to increase awareness of the disabled, expand the number of care facilities for the disabled, expand the management of treatment and rehabilitation services for the disabled, and establish a dedicated development education center.
