Objective: By empirically analyzing the impact of the reform of the Imposition-System reform on elderly households in July 2018, We hope to help improve the completeness of the second phase of the reorganization scheduled for July 2022.
Methods: Insurance premiums were compared in June 2018, before the reform of the insurance premium levy system, and in July 2018, after the reform.The bottom 10% of income was classified as first and the top 10% as tenth. Dongducheon City and Yeoncheon County were selected to analyze insurance premiums by income group and age.
Results: In the case of office subscribers, the increase rate was generally around 0.1 percent, except for higher insurance premiums for high-income earners. For local subscribers, the average insurance premium was drastically reduced. According to the analysis of data in selected regions, the distribution rate of group 1 was high from 65 years old or older. Therefore, we could see that the older people get, the more difficult the household economy becomes.
Conclusion: The Imposition-System reform had a positive effect on elderly households in low-income brackets. It is hoped that research will be conducted on easing the burden of insurance premiums on low-income households and simplifying the method of levying insurance premiums in order to increase the completeness of the second-phase insurance premium system.
