교육 정책 연구에서 비교적 주목받지 못했던 정당과 정당의 정책 활동에 대한 관심으로 출발한 본 연구는 18대 국회 교육과학기술위원회 회의록을 중심으로 주요정당의 공교육 프레임을 분석했다. 분석 결과 대체로 여/야 혹은 진보/보수의 성격과 상관없이 공교육을 사교육과의 대립 프레임 안에서 발언하고 있었고, 공교육 부실 담론을 다양한 비유를 통해 확대, 재생산 시키고 있었다. 한편, 공교육 문제를 바라보고 해결책을 제시하는 방법에 있어서는 평등주의와 시장주의 이념이 대립되는 경향을 보였는데, 보수계정당의 경우주로 공교육 질, 경쟁력저하를 문제로 진단하여, 다양성과 자율을 대안으로 제시한 반면, 진보계 정당은 공교육 부실과 사교육비 증가를 문제 자체로 진단하고 있으며, 이를 해결하기 위해서는 균등한 교육 기회를 대안으로 제시했다.
This paper is geared at analyzing the frame of the public education that major parties had taken, by focusing on proceedings registered during the Education Committee of the 18th National Assembly. Subsequent research findings suggest that, regardless of the tendency of the ruling party or the opposition party and progressive or conservative party, the public education was only described within the limited frame of confrontation over private education, and all the identified parties expanded and regenerated the faithless discourse on public education through various analogies. Meanwhile, there appeared a distinct opposition between equalitarianism and market ideology from the point of view on how to tackle the public education problem and what to produce as solutions. The conservative parties diagnosed the quality of public education and the decline of competitiveness to be the core of the problem whereas progressive parties pointed out the insolvency of public education and the increase of private education expenses as the problem itself. For alternative moves to take effect, conservative parties suggested securing the diversity and autonomy while progressive parties called for equal educational opportunity.
