This study looked at the problems faced by young North Korean defectors and sought to introduce the public guardianship system, which has been in place recently, to young North Korean defectors without families.
North Korean defectors without families are those who were born in North Korea or a third country after defected from North Korea and had no parents or guardians when immigrated into Korea. It is extremely difficult for them to live in Korea. Because the absence of parents, continued restrictions on the exercise of rights, and the risk of property management are followed.
As a solution to this problem, the government has sought to introduce a public guardianship system that covers the cost of the ward’s guardianship expenses. First of all, they proposed the establishment of a legal foundation, the establishment of a system for promoting the North Korean defector youths without families, public guardianship service, and the application for extension of age limit to 24 years in a guardianship. By doing so, defectors could function as a healthy member of our society, from passive and inactive to independent and autonomous by
expanding their social network.
