This study criticized the normative limitation of the current disability activity support system to provide comprehensive support for people with developmental disabilities through analysis of normative policy, and suggested alternative norms and practices.
This study argued that the current system is a system based on liberal citizenship aimed at autonomous, reciprocal social participation and distributional justice based on it, and criticized the limitations of such a system to provide comprehensive support for people with developmental disabilities. To supplement these limitations, the normative value of "Active Citizenship" was pursued, and the flexibility of service provision personnel in non-dominantly dependent relationships, service composition through person-centered planning, and guarantee of authority for public service funds were presented.
