Specially designed teaching and learning designs for students with special education needs require individualized support and learning environment in consideration of the characteristics of disabilities. The long tradition of special education of individualized education is being elaborated as an approach of personalization in the context of future education in the era of the 4th industrial revolution, and is considered as a practical strategy that effectively responds to the needs of various learners in the field of inclusive education. Even in general education, personalized learning is now common, but it was a concept developed in a foreign country and the difference from individualization was not clear, so it was not materialized in practice that can be applied to the special education contexts in Korea. Therefore, in this study, in order to apply to special classes in which inclusive education takes place, specific strategies of the personalized learning model were explored. Through the Delphi survey of experts, 6 areas and 12 strategies of the Personalized Learning Model-Special Education Classes consisting of understanding of students with disabilities, learning environment design, learning goals, learning contents, teaching and learning methods, and evaluation. Based on the research results, the practical application plan of the personalized learning model for special classes was discussed.
