The purpose of this study is to identify the elements of teacher leadership that primary school teachers should have, and to develop and make sense of teacher leadership measurement tools for pre-service teachers. To this end, the initial questions for three areas of target orientation, community and professionalism and eight sub-factors were developed for sub-sectors to be included in the teacher leadership measurement tool for pre-service teachers, and opinions from experts were collected. An exploratory factor analysis was performed to extract eight factors from the 20 items obtained through the reliability analysis. In this process, the number of items in some factors is finely adjusted, so that the sub-factors in the area of community were named as cooperation and sharing , recognition and support , active coping , and the sub-factors in the goal-oriented area were named achievement , vision presentation , decision participation , and the sub-factors of the professional area were named student diagnosis and student education . Subsequently, confirmatory factor analysis was conducted to compare the suitability of higher-order factor structure based on previous studies that pre-service teacher s teacher leadership is divided into target orientation, community, and professionalism. As a result, it was confirmed that the measured items of the one-factor high-order model presented stable reliability in eight sub-factors compared to the three-factor high-order model. Therefore, The developed teacher leadership measuring tools adequately reflected the eight sub-factors of the competencies that are necessary for pre-service teachers and the content of the question also proved to be valid. In conclusion, the teacher leadership measurement tools for pre-service teachers is expected to be a test tool that can explore the teacher leadership level of pre-service teachers at the moment when the interest in class specialists increases. It was also expected to provide basic information useful in implementing or developing a program to enhance the competency of prospective teachers in the future.
