골프는 스포츠의 한 종목이다. 우리나라에서 골프스포츠는 다른 종목에 비하여 상대적으로 대중화가 늦었다. 골프가 대중으로부터 관심을 끌게 된 것은 1990년대 말이다. 그 이유 중에 하나는 프로골퍼들의 활약으로 언론의 집중적인 보도 때문이다. 지금 골프는 선수들이나 일부 계층만 즐기는 골프가 아니라 누구나 할 수 있고 즐기는 스포츠가 되고 있다. 그러나 골프는 다른 스포츠에 비하여 장비에 많은 비용이 들고 골프장을 이용해야 한다. 골프장은 다른 스포츠시설과 달리 넓은 공간이 필요하기 때문에 주로 도시를 벗어난 곳에 설치된다. 또한 잔디 등 여러 시설을 갖추어야 하기 때문에 까다롭고 많은 비용이 들어간다. 그리고 골프를 칠 수 있는 조건을 유지하기 위하여 잔디를 관리하고 환경을 조성·유지해야한다. 이 과정에서 환경문제가 발생하고, 이용자도 상당한 시설이용비를 부담하게 된다. 우리나라는 국토의 70%가 산악지대로서 골프장을 건설하고 운영할 수 있는 공간이 충분하지 않다. 더구나 골프장 운영과정에서 농약의 무절제한 사용 등으로 인하여 환경문제가 대두되고 있고, 무분별한 골프장의 건설 등으로 인한 논란도 지속되고 있다. 그래서 골프장의 환경문제가 가장 심각하다고 할 수 있다. 그러나 골프도 스포츠의 한 종목으로서 국민의 스포츠권 보장이란 측면에서 보장되어야 한다. 골프장을 건설하고 운영해야 한다면 환경침해를 극소화하고 친환경적으로 골프장을 건설하고 운영해야 한다. 왜냐하면 날로 심각해지는 환경문제는 인류사회의 생존과 직결되는 진행형의 현실적 문제이기 때문이다. 골프장은 건설에서부터 운영에 이르기까지 환경문제가 가장 크다. 골프장은 건설할 때 지표면을 잔디로 깔아야 하기 때문에 다른 식물을 제거해야 한다. 또한 잔디를 잘 자라게 하기 위하여 비료와 살충제, 제초제 등을 주로 사용하고 때로는 과다 사용함으로써 주변의 생태계를 파괴하고 오염시킨다. 이런 문제에도 불구하고 골프장의 수요가 늘고 있는 현실에서 골프장의 건설문제를 간과 할 수는 없다. 그래서 친환경적 골프장건설이 중요하다. 현행법의 미비점을 보완하여 친환경적 골프장을 건설·관리하는 것이 완벽하지는 못하여도 스포츠권과 환경권을 조화시키는 방법이다.
Golf is one of the most popular sports although it was spread relatively late compared to other sports. It became popular in the late 1990s and one of the reasons that can be pointed out is that many star players were shown frequently in the media, thus making the sport more popular. Nowadays, golf is enjoyed and can be enjoyed by anybody rather than being confined to a particular class. However, golf requires more expenditure and equipment than other sports and should be played in golf courses. Since golf courses need a vast space unlike other sports facilities, they are constructed at regions outside the city. Furthermore, the grass lawns which should be planted and managed for a decent golf course requires a lot of expense and effort. In this process, users pay a considerable amount of usage fee and at the same time, environmental problems are caused. The environmental problems of golf course because of its superabundant construction and the uninhibited use of pesticide in managing the grass lawn is very serious. What worse is that 70% of the peninsula consists of mountainous area, which means that there is not enough place for construction and management. However, it is unimaginable that golf is banned as a sport, since people have the right to sports which should be guaranteed by law. If golf courses are needed, a more environmentally friendly method of construction and management must be implemented. Environmental problem becoming more serious is a realistic issue directly linked to the survival of human being and society.
