Currently in Japan, two sports basic ordinances have been made but making sports basic fundamental laws should be the consideration before basic ordinances on sports in Korea. Because the laws are national laws, we expect that it takes much time to make the laws. Therefore we d better study examine into how local autonomous entities make basic ordinances on sports first. Referring to matters to be attended to make laws and considered Yosida s basic stance when he drew up a tentative plan about basic ordinances on sports in Japan, allowing for making sports basic ordinances in Korea, we examined into possibility of basic ordinances on sports in Korea local autonomous entities. Thus ① as a point of view of substantial guarantee of sport right, we should persuade by conversion of active legislation from interest about sports, usefulness of sports, possibility of making independent ordinances by decentralization, arguing of sports right. ② point out some problems about promotional law of the sports ③ non-law standards of a promotional project caused by unpreparedness of sport promotional project, defaults of a selection of promotional project of sport and sport cities without public opinions ④ comparison with different fields. ⑤ the synergistic effect of local autonomous entities image ⑥ we need to examine relationship with and tendency of sport promotional law. And consideration of establishment is ① diversity of sport regulation contents by local autonomous entities ② According to consequence of examination by point of view that is realistic and effective regulation, establishment in Korea has high possibility.
