본 고에서 체육단체 통합에 따른 대한체육회와 국민생활체육회의 하부조직의 현황 및 법적 지위를 재조명하고 향후 나아가야할 방향을 살펴봄으로써 통합의 시너지효과를 높이고 원만한 통합추진에 도움을 줄 수 있는 기초자료를 제공하는 데에 그 목적이 있다. 이와 같은 목적 달성을 위해서 이론적 배경으로서 현재의 통합 추진진행 과정을 개관하고, 양단체 하부조직의 현황 및 단체를 규율하고 있는 관련법규를 고찰하여 하부조직의 법적 지위를 살펴보고 나아가야할 방향을 재조명하였다. 양 단체의 하부조직으로서 대한체육회의 시·도체육회와 가맹경기단체 그리고 국민생활체육회의시·도생활체육회와 종목별 연합회를 대상으로 법적 지위를 살펴 본 결과, 통합 전 시·도체육회는지부, 시·도생활체육회와 경기단체 및 종목별 연합회는 회원단체 지위를 가지고 있었다. 통합 이후에도 큰 차이는 없으나 통합된 시·도체육회와 시·도생활체육회는 지부, 통합된 경기단체와 종목별연합회는 회원단체로서의 지위를 확보할 것으로 보여진다. 현 지원체재를 유지한다고 볼 때, 향후 체육단체의 자율권 확보를 위해서는 시·도통합체육회도회원단체의 지위를 확보하는 것이 바람직할 것으로 보여진다.
The purpose of this study is to provide a basic information which can help to promote integration sports organizations and to increase the synergistic effect of the integrated sports organizations. In order to achieve this, take a look at the current situation and legal status of the infrastructure of the Korean Olympic Committee(KOC) and the Korea Council of Sports for All(KOCOSA). As a subordinate organization of the KOC, metropolitan city·province Sports Council, athletics organization, there are overseas Korean Sports Organization. And as a subordinate organization of the KOCOSA, metropolitan city·province Council of Sports for All, each event sports associations and cooperation organizations, registration organization. In the case of pre-integration, metropolitan city·province Sports Council has a branch of KOC, and the rest(metropolitan city·province Council of Sports for All, athletics organization, each event sports associations) have the status of member organizations of KOC & KOCOSA. After integration, the metropolitan city·province Sports Council and Council of Sports for All have branch, each event sports associations and athletics organization have the status of member organizations of Integrated Sports Association.
