In general, the integrity of sports is discussed as a means of ensuring integrity in doping or match-fixing which threatens the uncertainty of the outcome of the game, but it may also include the misconduct or corruption of sportsmen. The Australian Sports Commission has extensively viewed not only doping or match-fixing but also all other anti-social behavior, such as bullying, harassment, discrimination, and child abuse, as violating integrity of sports. Korea has established Korea Anti-Doping Agency (KADA) which accepted the World Anti-Doping Agency (WADA) Code to counteract doping. In addition, Sports Fair Committee was established in the Ministry of Culture, Sports and Tourism in order to carry out the role of the overall fairness management organization, which was then moved to Korean Olympic Committee. Recently, KADA has been reorganized under the name of the Sports Fair Committee, and a bill has been proposed and is being discussed by the National Assembly to undertake general affairs regarding anti-ethical acts that may occur in the sports scene, such as match-fixing, refereeing, and (sexual) violence. There are number of match-fixing cases linked to illegal sports gambling occurring all over the world. Even though gambling shakes the integrity of the sports, there is no international organization such as the World Anti-Doping Organization in this field. International Olympic Committee (IOC) announced at the Olympic Agenda 2020 that the ultimate goal of IOC is to protect clean athletes (Recommendation 15) and to commit additional $20million to the field of sports integrity (Recommendation 16). A logical consequence seems to be establishing a large international federation like the World Anti-Doping Organization which will actively deal with the deterioration of sport integrity resulting from gambling. Therefore, it is suggested that Asia take an initiative action on establishing the East Asia Anti-Gambling Organization, leading preventive education and strong sanctions to lead the securing of sports integrity. And these days, there is a problem with xenophobia. Hate speech or hate crimes also correspond to this. It is necessary to pay attention to integration through sports (Integration durch Sport) in Germany. Sport can be an effective means of social integration in that it enhances social cohesion, promotes integration of people of different cultures, and plays a universal role in mutual understanding. Furthermore, protecting the autonomy of sports is one of the factors that maintains the reliability and integrity of sports. Particularly out of government interference, institutional improvements with financial independence should be made so that healthy development of sports can achieved. To maintain sportsmanship and ensure the integrity of sports, it is also necessary to encounter systematic education on sports ethics from childhood. East Asia, which is based on the traditional soil of shame culture rather than guilt culture, has a high ethical consciousness and educational level but the legal sense is relatively insufficient. We hope to be able to raise the status of East Asia in world sports and promote social development by making a common guideline and leading the education for securing the integrity in sports to finish the mega sports event in the future as clean sports.
