The participation rate of daily sports has been continuously increasing due to the increased leisure time of people and the demand of sports activities. In order to expand the public sports facilities, there are a lot of costs and difficulty in securing the site. In order to solve this problem, a school physical education facility which is distributed all over the country is a good alternative. The Education Regulations of the Elementary and Secondary Education Act and local governments provide that all citizens should be allowed to use school facilities. However, there are not many schools in elementary, middle and high schools that have physical facilities such as gyms, playground, or swimming pools. And even if they actually have physical facilities, the rate of opening physical education facilities is not high. The school is reluctant to open the school because of the safety accident s risk, cost to maintain and manage facilities and obstruction of school class. Public sports facilities shall be open to use by local residents to the extent that there are no restrictions. However, school physical education facilities are not clearly public sports facilities. As a principal when opening school education facilities, the principal has the burden of having to take legal responsibility for accidents that occur when opening school physical education facilities. According to the ordinance, the fee for opening the school facilities is charged, but it is also difficult to cover the expenses for maintaining and repairing the facilities.
