The purpose of this study is to examine the ways of establishing the financial independence base and securing the autonomy of Korea Sports and Olympic Committee. In this research, in order to derive the measures to secure the autonomy of Korea Sports and Olympic Committee, we examined the provision which regulates in the National Sports Promotion Act. The proposed amendments to Articles 33 and 43 of the National Sports Promotion Act were to the change chairman s approval, the NOC s regulations and the supervisory rights. As a way to build a foundation for self-reliance, we presented two proposals, such as a scheme to distribute fixed rate of beneficiary rights of sports promotion voting rights and a special project support plan. Although the first plan is the best way to secure a basis for financial independence, there are problems such as equity with other sports organizations, lack of grounds for legal support, and negative public perception. Therefore, the second approach is offers as a more effective method than the first one.
