As public interest in healthy and happy lives has increased, interest in providing public sports facilities for healthy living is also increasing. However, the supply of publicly-funded public sports facilities is insufficient to meet the demand of the people who participate in the physical activities, and furthermore, it is very difficult to supply the public sports facilities to all the citizens more easily. It is necessary to raise public awareness of public sports facilities as a public infrastructure to promote public health in accordance with the changes of the surroundings, and it is necessary to provide a system to provide physical sports facilities in urban development. The purpose of this study is to suggest ways to improve the related legal system for the expansion of physical education facilities based on problems of laws and guidelines related to expansion of public sports facilities. Through this, we will establish an institutional basis for providing systematic and sustainable public sports facilities reflecting the public financial situation.
