1920년 조선체육회가 발족하였다. 이후 100년의 역사를 쓴 2021년 현재의 대한체육회는 어떤 모습인지 확인하고, 향후 나아갈 길을 탐색하고자 하였다. 본 고에서는 대한체육회의 숙원사업 중 하나인 지방체육회의 법정 법인화를 주제로 관련 현안과 나아갈 길을 모색하였다. 지방체육회의 독립적 운영을 위해 법정 법인화와 관련된 국민체육진흥법 개정안이 2021년 시행을 앞두고 있다. 주요 개정내용은 다음과 같다. 제5조(지역체육진흥협의회)의 ①, ②항 모두 내용변화가 있는데, ①항에서는 체육진흥협의회를 ‘-둘 수 있다’에서 ‘-둔다’로 변경되었다. ②항은 ‘협의회는 지방자치단체의 장, 지방체육회의 회장을 포함한 7명 이상 15명 이하의 위원으로 구성하며,’가 추가되었다. 또한, 제18조(지방자치단체와 학교 등에 대한 보조)와 제22조(기금의 사용 등) 10.에 지방체육회가 추가되어 예산확보의 법적 근거가 마련되었다. 중요한 것은 제33조의2(지방체육회)가 신설되어 법정 법인 체육단체로 인정되었다는 것이다. 법정 법인화가 이루어지긴 하였으나, 아직 문제의 소지와 해결해야 할 현안들이 남아있다. 재정 출처별 구체적인 지원 규모와 방법이 결정되어 있지 않다. 즉, 지자체의 구체적인 조례제정, 그리고 지방체육회의 적극적인 사업개선 및 예산확보 노력, 그리고 대한체육회와 기금지원 등에 대한 범국가적 협업 노력이 요구된다. 또한 본격적인 지방체육회의 자치행정을 위해 일부 법률의 재검토가 요구되는 실정이다. 방법적으로 범국가적인 ‘스포츠 조정 위원회(가칭)’ 등을 운영할 수 있을 것이다. 스포츠정신에 따라 모두의 화합을 통한 대한민국 체육의 새로운 100년 도약을 기대한다.
In 1920, the Chosun Sports Association was founded. With the 100-year history of Korea Sports Association in 2021, the current issue was diagnosed and the future direction was sought. In this paper, in the 100th year of the Korean Sports Association, we studied the topic of the legalization of the Local Sports Association, which was one of the long-awaited projects. As a revised law related to legal legalization for the independent operation of local sports associations, the National Sports Promotion Act is expected to be implemented in 2021. The major revised contents are as follows. Clause ① and ② of Article 5 (Regional Sports Promotion Council) are subject to change. In Clouds ①, the body weight training promotion council was changed from -can be set to -be set . Clause ② added The council consists of more than 7 members and no more than 15 members including the heads of local governments and the presidents of local sports associations. In addition, local sports associations were added to Article 18 (subsidy to local governments and schools, etc.) and Article 22 (use of funds, etc.) to secure the legal basis for securing the budget. Importantly, Article 33 Clause 2 (local Sports Council) is a statutory corporation established to recognize that sports organizations. Although legalization has been established, there are still problems and problems to be resolved. In other words, it is required that the local governments enact specific ordinances, actively improve projects and secure budgets of local sports associations, and support for funds from the Korean Sports Association, and are required to collaborate across the country. In addition, for the independent administration of local sports associations, some laws are required to be reviewed. In a way, it will be possible to operate a national sports coordination committee (tentative name). In line with the spirit of sports, we look forward to a new 100-year leap for Korean sports through harmony with related organizations.
