The purpose of this study was to compare the contents of the recently revised「Korean Racing Authority Act」and the revised two years ago「Bicycle and Motorboat Racing Act」to introduce an online betting ticket sales system for bicycle & motorboat racing and horse racing classified as racing type among legal gambling industries and to make policy suggestions. To this end, the contents of the two revised laws were divided into four areas: strengthening the management supervision of the relevant ministries for online betting ticket sales, blocking youth access and theft of other people's names, strengthening user protection and excessive immersion prevention, and cracking down on and punishing online illegal racing. First, it was found that「Korean Racing Authority Act」and「Bicycle and Motorboat Racing Act」 have a lot in common in four areas to introduce online betting tickets sales. Second, the management supervision and responsibility of the relevant ministry in online horse racing has been greatly strengthened compared to that of the relevant ministry in online bicycle & motorboat racing. Third, the total sales cap of online horse racing (10% of total horse racing sales cap) was set lower than the total sales cap of bicycle & motorboat racing (50% of total bicycle & motorboat racing sales cap), greatly supervising sales of online horse racing more thoroughly. Fourth, the age (under 21) and method of membership (face-to-face) in online horse racing have become much stricter than the age (under 19) and method of membership (face-to-face and non-face-to-face) in online bicycle & motorboat racing. As a policy to revitalize online sales, it was suggested to broadcast racing live through YouTube and raise the current online purchase limit from 50,000 won to 100,000 won.
