본 논문의 목적은 최근 우려를 낳고 있는 한국 사회 청년 극우화의 정도와 주장, 원인 등을 살펴보고 이에 대응하기 위한 시민교육 방안을 제시하는 것이다. 그리고 본 논문의 연구방법은 이론적 접근으로 극우 현상에 대한 개념 및 규범적 분석과 시민교육적 함의를 이론적으로 도출하는데 장점이 있으나 교실 수준의 구체적인 교육방법을 제시하는 데는 한계가 있다. 극우는 자유민주주의에 적대적인 보수세력으로 정의된다. 극우는 헌정 질서와 민주주의를 파괴하고 다양한 차별과 배제로 사회의 양극화를 초래하고 공동체를 어렵게 한다. 극우는 민주주의가 잘 작동하지 않음으로써 발생하며 일반적으로 파시즘적 특성들을 나타내고 있다. 한국사회에서의 청년 극우는 대략 15-16%이다. 한국 사회에서 청년 극우가 발생하는 원인으로는 신자유주의와 경쟁 서열화 규율 체제, 디지털 경제와 사회로의 전환, 사회적 불행과 비용 증가, 불공정, 형식적 민주주의, 공포와 두려움, 권위주의적 성격, 극우 정치인과 보수 종교의 선동, 유튜브와 디지털 커뮤니티에서의 선전과 음모론 등을 들 수 있다. 한국사회의 청년 극우화에 대항하기 위하여 시민교육은 기본적으로 민주주의를 보다 따뜻하고 친절한 방식으로 그리고 정치영역뿐만 아니라 경제, 사회, 문화 영역에서 심층적으로 가르쳐야 한다. 그리고 이러한 토대 위에 시민교육은 시민들이 권위주의적 성격을 갖지 않도록 주체성과 주인의식을 강화하고 극우 이데올로기와 음모론, 선전 등을 간파할 수 있도록 비판적 사고를 증진하며 극우를 초래하는 신자유주의 사회와 디지털 경제 및 사회의 특성과 한계를 이해하고 대안을 모색할 수 있도록 하며 극우 정치인과 보수 종교의 선동에 저항할 수 있도록 헌법과 제정 분리를 가르쳐야 한다. 그리고 향후 과제로 위에 제시된 시민교육방안들을 교실 수준에서 구현할 수 있는 구체적 교수 전략에 대한 연구가 요구된다.
The aims of this paper are to investigate the conditions, ideas and causes of the rise of Korea far right young people and to suggest the alternative citizenship education that confronts the problem of the rise of Korea far right young people. According to Research, Korea far right young people is about 15-16% of Korea young people. The causes of occurrence of Korea far right young people is related with neo-liberalism & meritocracy, digital economy, social misfortune, the increase of social cost, social injustice, weak democracy, horror and fear, authoritative personality, far right politician & far right religious leader’s propaganda, and propaganda and conspiracy in the YouTube & digital community. In order to confront the problem of Korea far rights young people, we, citizenship educators must teach for citizen about democracy in very kind & warm-hearted method, and in economical, social, cultural area as well as in political area. And then, we, citizenship educators teach for citizen the sense of subject and independence in order to for them to resist authoritative personality, and, teach for citizen critical thinking in order to for them to see through far right’s ideology, propaganda and conspiracy, and teach for citizen to understand the characteristics and problems of neo-liberalism & digital economy, and to seek the alternative action plans of them through analysis of social structure and ideology, and to teach for citizen constitution and separation of church and state in order for them to resist far right political leader & religious leader’s propaganda.
