본 논문은 최근 인력자원개발의 중요성이 점차 커지는 상황에서 특히 직업교육훈련을 통한 성인의 인력자원개발의 바람직한 방향을 탐색할 목적으로 연구되었다. 이를 위하 여 최근의 경제상황과 노동시장 현황 및 직업교육훈련을 통한 성인 인력자원개발 현황 을 관련 문헌 검토를 통하여 살펴보았다. 또한 독일과 프랑스, 호주의 직업교육훈련 현 황을 분석하면서 몇 가지 시사점을 확인하였다. 그리고, 국가 차원에서 추진되고 있는 인력자원개발의 정책과 실천 과제를 분석하여 문제점이 무엇인지 확인한 후, 정부가 직업교육훈련을 통한 성인 인력자원개발에서 참고할 몇 가지 방향과 시사점을 도출하 였다. 연구 결과를 토대로 첫째, 성인 노동인구에 대한 구체적인 대책이 필요하고, 둘 째, 성인의 직업교육훈련 참여 제고를 위한 근본적인 재검토가 필요하며, 셋째, 제도가 작동될 수 있도록 실효성 있는 추진이 필요하고, 넷째, 직업교육훈련에 소요되는 재정 에 대한 법적․제도적 정비가 이루어져야 하며, 다섯째, 정부가 장기적인 안목으로 정 책을 시행하여야 한다는 점을 주요 시사점으로 요약하여 제시하였다.
Recognizing the rising importance of developing human resources, this paper aims to determine in which direction should human resources development (HRD) targeting adults should head. The focus is on HRD through vocational education and training. This paper examines the situation in the Korean economy and the labor market, and the current state of HRD through VET for adults. Several national cases, such as those of Germany, France and Australia were analyzed for lessons to be learned. In addition, government-initiated policies and action plans for HRD were reviewed in order to identify crucial issues and problems. The recommendations and insights that conclude this paper were drawn on the basis of these analyses. There are mainly five suggestions: a) It is necessary to conduct an in-depth analysis of the adult labor force and come up with concrete solutions to problems that this group faces, b) The direction in which the existing VET for adults is headed should be reconsidered and, if need be, readjusted, c) Effective procedures and provisional arrangements need to be put in place for the operation of the system, d) Financial support for VET for adults needs to be rearranged both legally and institutionally, and e) The government should prepare and implement policy on a long-term basis to achieve the expected results.
