우리나라는 고도의 경제성장, 산업구조 변화, 의학 발달로 인한 인간의 평균수명 연장, 대가족제도의 붕괴 등으로 광범위하고 다양한 형태의 노인 문제가 발생하고 있다. 이러한 현실에서 노인복지정책은 다수의 정부부처가 업무의 수평적 연계와 조정의 미흡으로 시간과 인력 및 예산의 낭비를 가져오고 다단계의 복잡한 절차를 거침으로써 수혜자에게 노인복지서비스를 일방적이고 수직적으로 전달하고 있다. 따라서 실효성 있는 노인복지실현에 있어 거버넌스는 유용한 도구가 될 수 있다. 자율적 비정부 조직간의 상호협력을 통해 정부나 정부조직이 독자적으로 수행했을 경우 얻지 못하는 공공의 협력 효과를 얻을 수 있기 때문이다. 이에 따라 본 논문에서는 노인복지의 중요성을 인식하고, 우리나라 노인복지의 현황 및 문제점을 분석하여 민·관이 대등한 위치에서 거버넌스적인 협력을 통하여 효과적인 노인복지정책을 시행하는데 기여하고자 한다.
Our society have been going through various and wide range of problems of the aged people owing to rapid economic growth, transition of industrial structure, extended lifespan due to medical advances, and breakdown of big family system. In such an awkward situation, the welfare policy for the aged people have been conveying welfare services only in one-sided and vertical ways by causing waste of time, manpower and money in the result of lacks of lateral integration and arbitration and by passing through complicated multi-level processes seeming not necessary. The Governance may become an useful tool in effective realization of welfare of the aged people. Because it can attract effect of public cooperation through mutual effort among autonomous non-governmental organizations that cannot be obtained when the government performs the welfare policy alone. Hence, I intent to promote awareness about importance of elderly citizen welfare, and analyze state and issues of the welfare policy of Korea to contribute to implement efficient welfare policy for senior citizen in the situation that public and private sectors mutually cooperate on even terms.
