To increase teachers\' responsibilities on the quality of their instruction, it has been strongly enforced to pursue the concepts of high quality teacher (HQT), and to study how to assess and ensure high quality instruction in public education in the U. S. A. Likewise, the Ministry of Education, Science, and Technology in Korea also pronounced the implements of the policy on authenticating excellent teachers and memorandum on implimenting responsiveness to intervention (RTI) in 2010.
Because the two countries\' trends are alike, the HQT concepts had better be analyzed to acquire some wisdom from the former. Therefore, this study investigated to outline the concepts of the HQT first of all. Secondly, it was to analyze the practices of the HQT in the educational field of the U. S. A. And finally, how to ensure teachers to be the HQT was analyzed for building the fidelity of implementing RTI.
