주의력결핍ㆍ과잉행동장애(Attention Deficit Hyperactivity Disorder: 이하 ADHD)는 발달적으로 부적절한 수준에 속하는 부주의성, 충동성, 과잉 활동성으로 인해 가정생 활, 학교생활, 사회관계 중 둘 이상에서 기능 저하를 보이는 아동기 정신장애이다. 주의산만하고 과잉행동을 보이는 아동들의 경우 발달적 부적응을 방지하기 위한 조 기개입이 필수적이다. ADHD는 이후 발달단계에서 품행장애, 반항성 장애 등의 외현 화 장애와 공존가능성이 높기 때문에 조기 진단과 개입이 필수적인 정신장애로 여겨 지고 있다. 현재 주의산만하고 과잉행동을 보이는 ADHD 혹은 그에 준하는 아동의 진단과 개입은 병원과 사설기관에 대부분 의존하고 있으며, 이는 ADHD에 대한 조기 개입이 이루어지지 않았을 때의 심각한 발달적 부적응을 고려할 때 사설기관에의 접 근성이 용이치 않은 가정(예: 저소득층 가정 등)을 위한 국가차원의 개입이 필요함을 시사한다.
