This study investigates the relief policies for persons with physical handicaps during th e Korean history. We especially focused on the records on the ILLNESS(廢疾) of KOR YOSA(高麗史), through which I studied the relief policies for the handicapped persons in Koryo Dynasty(918～1392). The result of this study is as follows： 1. The word \'ILLNESS\' that is mentioned in the KORYOSA was the most common ter m for calling the blind, deaf, mute, and lameness, which today we call the physically han dicapped. 2. That the physically handicapped was included in the king\'s policies was based on th e confucian ideas of politics, and it settled in the Koryo dynasty. 3. The first official relief policy was established in the 10th century, when the confucia n ideas of politics was. This settled through the 11th century\'s policy, and was at its peak in the 12th century. However, because of the national disorder after the late 12th century, the concern for the physically handicapped declined. 4. The relief policiy in the Koryo dynasty was carried out, not really out of concern for the disabled, but rather to publicize the king\'s just rule. This implies the limitations of relief policy for persons with physical handicaps in the middle ages. 5. Despite the limitations of the midieval relief policy, the fact that it was considered as a proper duty for the government deserves attention.
