본 연구는 장애인활동지원서비스를 사회적 모델 관점에서 비판적으로 고찰하였다. 장애인활동지원 서비스는 장애계의 자립생활모델과 사회적 모델의 철학을 바탕으로 주장되었지만, 현재는 자립생활의 수단으로 보는 관점과 돌봄과 요양의 차원으로 보는 관점이 모두 공존하고 있는 것으로 보인다. 이에 따라 조금 더 포괄적인 사회적 모델에 따라 분석을 하였으며, 분석결과 장애인활동지원서비스는 많은 부분 사회적 모델에 반하거나 내용을 충분히 담지 못하는 것으로 나타났다. 장애를 의료적 기준에만 맞추어서 정의되는 현상, 사정의 단계에 이용자의 참여가 배제되고 전문가 중심으로 이루어지는 현 상, 환경적 변화에 대한 급여 내용의 부족, 활동보조인 계약 시 기관중심의 전달체계, 과도한 본인부 담금 등에 따라 선택과 통제권이 제한되는 현상, 결과적으로 역량강화가 제한되고 사회변화 촉진이 저해되어 궁극적인 사회통합이 제한되는 현상 등은 사회적 모델의 내용을 담기에는 부족한 부분이었 다. 분석 결과를 바탕으로 장애인활동지원서비스에 대한 대안을 제시했다.
This research is to review critically the personal assistance service(PAS) for the disabled from a social model perspective. The disabled have asserted the PAS from a perspective of social model and independent living model. But the PAS in practice has played part in both caring in the community and means of the independent living. So I have analysed the PAS from a social model perspective which the disabled have insisted originally. As a result of this study, I found that the PAS in practice now is inconsistent with the perspective of social model in that this service defines disability from a medical standard, excludes user's participation in the process of assessment, lacks contents for the change of environments, has the agency-directed contract system and has excessive fee. As a result, this service restricts the user's choices and control, empowerments and social inclusion.
