This study purposes to discover strategical elements for the development of ESD(Education for Sustainable Development) which has the dual-objective as a social change throughout the changes of people's lifestyle. For this purpose, this study summarizes and examines an experiential case from a lifelong learning city in Korea which is as like as a ESD case on the level of community. The followings are some strategical elements extracted from the case: (1) motivating people to participate spontaneously in the education with using the expectation for change which is shared in their daily life; (2) using not only some resources finitely from education sector but also diverse resources fully in the community; (3) sharing the learning contents with outsiders of the learning group; (4) encouraging learners to experience tangible changes through daily practices and to explore a new challenge.
