In this treatise this writer aimed to identify status of utilization of fine arts education and various related conditions at primary schools, foundation of our basic educational system, furthermore intended to attract attention of people to the importance of autonomous and creative education of fine arts at schools in the modem society. 1) In the schools they have education of fine arts subject in regular curricula and for extracurricular activities. 2) On many occasions both for private schools and public ones fine arts teachers were invited from outside the schools. In case of private schools teachers who majored in fine arts taught students fine arts in regular school curriculum and extra-curricular activities and in public schools teachers responsible for the subject taught the subject but due to lack of number of available teachers scope of their activities was found very limited. 3) In overall aspect primary schools located in Seoul area were found as relatively well equipped with fine arts rooms, fine arts data and materials and educational aid but in terms of level of utilization it was not so satisfactory. 4) For fine arts education at primary schools respondents said they desire more support for improving environment for fine arts education and securing more teachers proper for teaching fine arts at primary schools. To meet such request it is believed that perception on fine arts education should be enhanced more than anything else. For the students to receive high quality fine arts education in regular as well as extracurricular fine arts program at schools government support or fine arts education, improvement of administration of primary schools, enhancement of level of consciousness on fine arts education by society in general and parents of student are required and also there should be continuous effort for developing better educational materials for fine arts education.
