The GIS education should possess a skill set based on useful and practical applications, and experiance that will prove useful professionally. The theoretical knowledge, critical thinking, and skills should be targeted in a GIS education of secondary schools. Deployment of the technology in the absence of adequate theoretical knowledge leads to problems ranging from cost overruns and project stagnation to misuse of techniques and incorrect prescriptions for decision making. The purpose of this paper is to offer a guideline for developing GIS-teaching and learning activities. The theoretical basis of GIS, integrating GIS with geography, skills, and advanced techniques must be covered in GIS educations. The paper presents essential GIS themes in theoretical aspect and laboratory guide for GIS exercises in GIS education of secondary schools. As a essential GIS subject areas, GIS fundamental concepts, cartography, database management systems, spatial analysis, and GIS application are included. The hand-on experience in computer practicals for GIS education is very important. The GIS Lab-participants will understand the concepts, techniques, and application, discussed in the GIS lecture better if they have a chance to work them out with the computers. GIS exercises serve as a chance for developing skills. The essential skills in GIS constitute the ability to pass data in and out of software packages, converting formats and coordinate systems, digitizing, scanning, editing, mapping and simple programming in problem-solving contexts. The computer exercise outline is presented as a guideline for helping computer practicals based on these essential skills.
